VILLAGE OF CAMDEN – REGULAR

The meeting began with the Pledge of Allegiance at 7:00 P.M. with President of Council, Ernest Crabtree presiding.  Toni made a motion to approve the minutes of the September 6, 2018 meeting as written.  Wendell second.  Roll call.  Kelly – yea, Debbie – yea, Toni – yea and Wendell – yea.  Motion passed.

There was no public participation

Committee/Staff Report:  Rusty reviewed his report with Council mentioning a bearing and coupling was replaced at the wastewater treatment plant, children at play signs were installed in the subdivision, catch basins were cleaned out at McKinley and Donna, his meeting with Jane Beach about property maintenance issues, painting continues on Liberty and Lafayette Streets and the backhoe hydraulic line being repaired.   Wendell asked Rusty if maybe he could get some kind of street sweeping schedule and Rusty said they could do that but it’s not good on leaves.  He also mentioned on 725 east a manhole cover is dipping a bit and Rusty said he does have quotes coming to get some spot patch paving done.  Debbie mentioned a pothole in the alley around Dale’s Towing area.

Old Business:  Kelly said he is still seeing multiple vehicles and flat tires on the street and they have to move.  Other departments have orange stickers that they place on the cars and I would like to have the Camden Police Department get them and have them marked because I’m exasperated that nothing is happening.  Ernest said there are some that have been there a long time and I don’t understand that.  Debbie said there is the truck in the backyard still on Second Street.  Rusty said I forgot to mention that but the 19th was yesterday and the property is still not even close to being up to code so I am getting three bids to have that property torn down.  Wendell mentioned two cars at the lawn care business and Rusty said he would send a letter.  Wendell asked if we had an ordinance where sidewalks have grass and debris are growing in between.  Rusty said no but we have sprayed for weeds but most people take care of what is in front of their property.  Kelly said sometimes a notice will suffice for weeds.

 

New Business:  Toni read the statement to dispense with the three reading requirement and pass with one reading Resolution #1095-2018 for the Jane Beach contract.  Kelly made a motion to read one time.  Debbie second.  Roll call.  Kelly – yea, Debbie – yea, Toni – yea and Wendell – yea.  Motion passed.  Toni made a motion to adopt Resolution #1095-2018.  Wendell second.  Roll call.  Kelly – yea, Debbie – yea, Toni – yea and Wendell – yea.  Motion passed.  Toni read the statement to dispense with the three reading requirement and pass with one reading Resolution #1096-2018 accepting the rates and amounts.  Toni made the motion to read one time.  Kelly second.  Roll call.  Kelly – yea, Debbie – yea, Toni – yea and Wendell – yea.  Motion passed.  Toni made a motion to adopt Resolution #1096-2018.  Kelly second.  Roll call.  Kelly – yea, Debbie – yea, Toni – yea and Wendell – yea.  Motion passed.  Debbie mentioned the flag at the corner that needs replaced and Council would like to add a POW flag and an Ohio State flag.  Ernest mentioned getting two sets.  Debbie made a motion to purchase the flags.  Toni second.  Roll call.  Kelly – yea, Debbie – yea, Toni – yea and Wendell – yea.  Motion passed.  Council also mentioned getting prices to update and replace the old Christmas decorations.  Wendell asked what the process is for notifying RITA about people paying the Camden income tax.  Council responded that most employers know and definitely the tax preparers know.  Kelly said it’s incumbent for the person to know or find out if they have that wherever they are residing.  Wendell also said he started to set poles for his fence that he is wanting to put up and he was told that it didn’t meet the Village ordinance.  He feels his the front foundation statement should not have anything to do with his side lot.  Rusty said the only thing I see is the poles are too close to South Street and needs to be moved back in.  They also want to put a bench and a decorative sign.  Kelly said we also may do curbs and sidewalks which we have already applied for on a grant plus the easement you would right now be in the way.  And if you did put a fence there now you would have to move it.  Wendell said not right now it’s free run because there aren’t sidewalks there now.  Wendell said I’m not moving back that far because there isn’t a sidewalk there now so if that happens you would have to replace my fence.  Kelly said there is a right of way and we are telling you now that there may be sidewalks coming if we get a grant.  Kelly said anything you do has to be approved prior to doing it and that isn’t going to happen tonight because we don’t have a quorum since you can’t vote.  Ernest asked Rusty to go down and mark where the right of way would be behind the fire hydrant area.  Kelly said our fence ordinance needs to be updated and more clarified.  Kelly told Wendell to bring it back to the next meeting so we can vote on it.

Wendell made a motion to approve the purchase orders.  Toni second.  Roll call.  Kelly – yea, Debbie – yea, Toni – yea and Wendell – yea.  Motion passed.  Toni made a motion to approve the bills.  Kelly second.  Roll call.  Kelly – yea, Debbie – yea, Toni – yea and Wendell – yea.  Motion passed.  Kelly made a motion to approve the August Financial Statement.  Toni second.  Roll call.  Kelly – yea, Debbie – yea, Toni – yea and Wendell – yea.  Motion passed.

Wendell made a motion to adjourn at 7:41 P.M.  Toni second.  Roll call.  Kelly – yea, Debbie – yea, Toni – yea and Wendell – yea.  Motion passed.
