CAMDEN VILLAGE COUNCIL – SPECIAL

The meeting began at 7:00 P.M. with the Pledge of Allegiance.  Toni made a motion to approve the minutes of the June 7, 2018 meeting as written.  Ernest second.  Roll call.  Kelly – yea, Debbie – yea, Ernest – yea, Toni – yea, Judy – yea and Wendell – yea.  Motion passed.

There was no public participation

Committee/Staff Report:  Rusty reviewed projects that have been completed throughout the last week.  Drain tiles on Sugar Valley and 725 replaced and cleaned out.  Motors at the wastewater treatment plant were replaced as they were original from 1972 and just burnt up.  Camden cleanup yielded approximately 10 loads to the landfill.  Shank house is down and a water service was repaired in alley on Bloomfield.  He presented a letter he will be using to repair sidewalks in the Village.  Judy stated that Dr. Thompson had approached her about replacing the sidewalks in front of his old office around the corner and down to the alley behind the church so he would be doing part of the church’s sidewalk but he wants me to approach Brother Greg about going 50/50 and if the church does go 50/50 would the Village be willing to let some of our employees dig it out.  He said he would like to possibly have it done by the Bicentennial and I told him I would ask.  Rusty said he would look and see what area he was talking about.  Our new backhoe is going to take a little longer (September) simply because of the demand from Case, however if our current one was to go out, Southeastern Equipment said they would let us borrow one at no charge.  Judy mentioned that the Property Maintenance Appeals Board met regarding Trenton Hughes request from more time on his building at 130 South Main and the request was denied.  Kelly said that building is condemned and per our maintenance code once it is condemned and they have not complied with the orders to fix it, it’s out of here.  So I think instead of messing around with people on like South Second that have condemned notices on them we need to take action.  I haven’t read the whole pipe but if someone has a condemned property I don’t believe they can sell it to someone else until it is brought up to code.  Toni said it clearly says that you cannot live in a condemned building and there are people living in some of them.  Kelly said it’s a tool in our code and I don’t know how to use it but we need to figure out how.  Debbie said we have just been too lenient.  Rusty said if we are willing to pay out the money and we probably won’t recoup it but we can get rid of the eyesores.  Wendell mentioned imminent domain but Kelly explained that costs money out of pocket that we don’t necessarily need to spend when we can just get rid of them and assess the taxes.  We don’t really want the property we just want it cleaned up.  There was some discussion on several properties in the Village and what is going on with them as far as trees, high grass, and just plain junk laying around.   Wendell also asked about the semi truck continually driving and parking all around town.  Kelly said I know Matt (the Chief) is aware of it and it’s definitely not what we want on our side streets since we just paid a fortune to make them nice.

Old Business:  Kelly presented the blueprints for the gazebo and asked for Council permission to put it out for bid once the packet comes in.  Judy made a motion to put the gazebo project out for bid.  Toni second.  Roll call.  Kelly – yea, Debbie – yea, Ernest – nay, Toni – yea, Judy – yea and Wendell – yea.  Motion passed.  Kelly also presented the quote for the remaining lightening protection on the Town Hall which comes to $2,550.00.  Ernest made a motion to have the lightening protection added.  Toni second.  Roll call.  Kelly – yea, Debbie – yea, Ernest – yea, Toni – yea, Judy – yea and Wendell – yea.  Motion passed.  The Mayor asked for a motion to adopt Ordinance #1023-2018 (1st reading) for Indigent burials.  Kelly said what is the question and Ernest said mainly the cost and what the Village wants to pay.  Ernest made a motion to set the dollar amount at $750.00.  Toni second.  Roll call.  Kelly – yea, Debbie – yea, Ernest – yea, Toni – yea, Judy – yea and Wendell – nay.  Motion passed.   The Mayor mentioned there are recommendations for the Mayor’s Clerk of Courts position where there was 4 applications received and it was narrowed down to the two.  Kelly asked what the narrowing down process was like.  The Mayor said one did not pass a background check and then we have these.  Debbie said how would you know who’s qualified if they’ve only worked at a pizza place and what kind of experience would you say that is?  Rusty said none of the applicants have ever had any Mayor’s Court experience before.  The Mayor mentioned whoever took the position would be trained by Laurie the present Clerk.  Judy asked if we were voting on these two and Kelly said where is applicant #3 the Mayor said I’m not sure how to put it.  Becky mentioned that the two the Mayor had in front of her were the two she and Matt and the Mayor were in favor of.  Debbie said I think the Council should be able to see all the applications since we are voted in as representatives of the community.  And then if there is something that you or Matt or the Mayor want us to know about it could be mentioned on there.  Kelly said with all due respect, Matt nor Becky are elected and we are and I believe the Mayor hires and fires right?  So even if we recommend someone she could say no.  Becky mentioned that she and Matt are the ones who would be accountable in working with them on money, records and stuff.  Judy said I know someone who was interested in the position and I don’t see an application for them and I think they would be an excellent candidate and I kind of would like to know why she was eliminated.  Debbie said you don’t always get to pick who you work with.  Kelly asked how long Laurie was going to stay and the Mayor said she thinks September.  Kelly said let’s extend our application period for this job and look again at the next meeting.

New Business:  The Mayor asked Council if they were interested in the OPWC application process through Kramer for this year’s funding. Kelly said I think we need to stay in the pipeline.   Wendell made a motion to apply for this year.  Toni second.  Roll call.  Kelly – yea, Debbie – yea, Ernest – yea, Toni – yea, Judy – yea and Wendell – yea.  Motion passed.  The Mayor asked for a motion to adopt Ordinance #1024-2018 for the proposed 2019 Tax Budget.  Judy made a motion pursuant to ORC 731.17 to dispense with the 3 reading requirement and pass with 1 reading Ordinance #1024-2018.  Wendell second.  Roll call.  Kelly – yea, Debbie – yea, Ernest – yea, Toni – yea, Judy – yea and Wendell – yea.  Motion passed.  Judy made a motion to adopt Ordinance #1024-2018.  Debbie second.  Roll call.  Kelly – yea, Debbie – yea, Ernest – yea, Toni – yea, Judy- yea and Wendell – yea.  Motion passed.  Toni said a request was made to get a new flag and the Masons would pay for it.  She looked into the process of a habitat for humanity home and the only way they do that is if the land is free.

Wendell made a motion to approve the purchase orders.  Toni second.  Roll call.  Kelly – yea, Debbie – yea, Ernest – yea, Toni – yea, Judy – yea and Wendell – yea.  Motion passed.  Judy made a motion to approve the bills.  Wendell second.  Roll call.  Kelly – yea, Debbie – yea, Ernest – yea, Toni – yea, Judy – yea and Wendell – yea.  Motion passed.

Kelly made a motion to enter executive session at 7:52 P.M. to discuss pending litigation.  Toni second.  Roll call.  Kelly – yea, Debbie – yea, Ernest – yea, Toni – yea, Judy – yea and Wendell – yea.  Motion passed.  Judy made a motion to exit executive session at 8:11 P.M.  Ernest second.  Roll call.  Kelly – yea, Debbie – yea, Ernest – yea, Toni – yea, Judy – yea and Wendell – yea.  Motion passed.
